Resume format questions?

I'm rewriting my resume in order to find a new job, or at the very least a second job. The type of job I want is office related, clerical and admin type of work plus computer management. Most of my experience in that field would be from the several years I worked as a supervisor in a casino and a couple of years of unofficial volunteer work I did for extended family (now estranged family) in their business. It's been almost 5 years since I've done either type of work, but I was really good at it and I miss it. Now I want to get back to it with another company. Aside from the estranged family problem (which might be a reference issue), I also have the added difficulty that most of my jobs, including my current job of the past 4 years, is retail associate related.

How do I deal with these issues on my resume? Do I put the volunteer work down, or leave it off? Should I use functional or chronological order for my work history? If I use functional order, should I keep all the retail jobs "off" the resume (leaving my work history blank except for the one supervisor job)?

I would definitely list your volunteer experience. This is a good idea, even if just to highlight a commitment to giving back.
